As the Legislative Liaison and Policy Manager for the North Carolina Division of Child Development and Early Education (DCDEE), Ms. Lambert focused on an analytic approach to proposed legislation impacting the early learning system in North Carolina. Before her role at DCDEE, she served as the Child and Family Services Review Coordinator for the North Carolina Division of Social Services, where she was responsible for managing the periodic federal review of North Carolina’s child welfare programs. This included the Child & Family Service Reviews and the subsequent implementation of its Program Improvement Plan designed to improve the outcomes for children and families served. I
Mrs. Lambert has provided training for counties in NC on several child welfare topics, has written policy, and consulted with DSS across NC. Ms. Lambert also works with other states and jurisdictions around child welfare performance. Before coming to state government, Mrs. Lambert worked in two county departments of social services within NC, serving in nearly every role of the Child Welfare continuum – Intake through Permanency Planning Services. Ms. Lambert is also a Foster Family Alliance of NC board member and a volunteer coordinator for Family Promise. Finally, she & her husband were foster parents for many years and are now the proud adoptive parents of a 7-year-old daughter, Grace.
